iPhone 7 voicemails will not transcribe

hello all.

I bought a new iPhone 7 last week after being a long time android user. On my wife's iPhone 6 when someone leaves her a voicemail it transcribes that voicemail into text form however on my iPhone 7 it does not. I have called my carrier with no such luck. I have the update iOS 10.2.1 I have powered down the device as well as down a carrier setting reset all which have not helped. Any ideas?

I didn't find the right solution from the internet.
