What to do about a narrow heel?

Hello,

My fashionable 19 year old daughter is struggling with finding dress shoes that fit her very narrow heel. She is a 7 or 7 1/2 medium by measurement, but her heel pops out of any shoe with a back (flats or heels) resulting in blisters. She has tried pads in the front of the shoe to try to push her heel back and has also experimented with heel pads- neither of which have been helpful. She feels that a sling back shoe is not the appropriate "look" for her age. Any suggestions? Thanks
